In recent years, the construction of ecological civilization in China has been deeply promoted, and the concept of "green water and green mountains are golden mountains and silver mountains" has been deeply rooted in people's hearts. The policy of "prioritizing water conservation" has been deeply implemented, and the construction of a water-saving society has entered a critical period. The Action Plan provides a path for the green development of the textile industry.
Dong Tingwei suggests promoting and consolidating the sustainable development of the textile industry through the following measures, providing path guidance for the green development of the textile industry during the 14th Five Year Plan.
First, it is proposed that industry should adapt to water development. Industrial development should be coordinated with regional water resources endowment and water environment carrying capacity. New capacity in key water use industries should be strictly controlled in Beijing Tianjin Hebei, the Yellow River basin and other regions. New projects in key regions should implement capacity replacement policies, promote the withdrawal of backward capacity according to law and regulations, and attach importance to water-saving management in parks and water-saving transformation of enterprises, optimizing from the three dimensions of "region park enterprise".
The second is to highlight scientific and technological innovation and achievement transformation, strengthen key core technology research, strengthen the position of enterprise innovation as the main body, explore the establishment of an innovation mechanism for industry, university, research and application, do a good job in industry water-saving key core and basic common technology intellectual property strategic reserves, and promote water-saving technology equipment through technical exchanges, business training, supply and demand docking, and other methods.
The third is to strengthen the development of sources and reduce costs, promote the recycling and utilization of industrial wastewater in key watershed areas, create a batch of demonstration enterprises and parks for wastewater recycling, strengthen the construction of water supply and drainage networks, encourage the use of unconventional water resources such as seawater, mine water, and rainwater as supplementary water sources, and strengthen water-saving transformation of enterprises.
The fourth is to carry out the construction of water efficiency demonstration and standard system. By 2025, 120 water-saving benchmark enterprises and 60 benchmark parks will be created, 50 water efficiency leading enterprises and 20 leading parks will be selected, and a three-level water efficiency demonstration and leading system of "water-saving type - water-saving benchmark - water efficiency leader" will be gradually established. A plan for the formulation and revision of industrial water-saving standards will be formulated, and a dynamic feedback mechanism for standard implementation will be established to coordinate and improve the national, industry, and local levels Group standard system.
